担任交通运输部“绿色金融支持交通碳达峰碳中和研究”课题组成员,IEEE PES碳中和分委会常务理事,世界交通运输大会(WTC2022)交通运输碳达峰碳中和与可持续发展分论坛发起人。领导绿色可持续发展团队,立足于“碳达峰、碳中和”战略目标,开展“双碳”产品及服务创新工作,为山东高速集团、北京市首都公路发展集团等单位提供“双碳”相关路径规划与核证、低碳解决方案、标准与评价、碳资产管理与碳市场交易等服务。

Served as a member of the research group of the Ministry of Transport on "Green finance supports the research on carbon emissions peak and carbon neutrality of transport", Executive Director of IEEE PES Carbon Neutralization Subcommittee ,and the initiator of the World Transport Convention (WTC2022) Transport Carbon Emissions Peak and Carbon Neutralization and Sustainable Development Sub Forum. The green sustainable development team , based on the strategic goal of " Carbon Emissions Peak and Carbon Neutralization ", carried out the innovation of "dual carbon" products and services, and successively provided Shandong Hi-speed Group, Beijing Capital Highway Development Group and other units with "dual carbon" related path planning and certification, low carbon solutions, standards and evaluation, carbon asset management, carbon market transactions and other related services.

清华大学硕士,北京交通大学博士。中国光伏协会户用专委会副主任委员;IEEE PES碳中和分委会常务理事;国际IEC TC82观察员;中国可再生能源学会储能专委会委员。作为课题核心参研人员参加国家863课题等国家级课题9项,累计发表论文20篇,授权专利2项,参编国家标准1项,行业标准6项,团体标准3项。获国家科学技术进步二等奖,北京市大兴区科学技术进步一等奖等,是北京市引进人才。

交通与新能源融合具有天然资源耦合禀赋,是“四网”融合中的基础网构成。在国家“双碳”目标下,如何对路域新能源的资源有效识别是开发、建设可盈利的基础能源投资项目的关键。同时,各类项目在规划、设计、开发与运营过程中依然面临众多技术、质量及可靠性方面的问题。如何确保项目的高质量设计、开发、建设、运营是本报告的重点,并希望由此为交通行业新能源开发类型、设备引入、运维养管能力提升提供标准支撑和技术保障。

The integration of transportation and new energy has natural advantages,It’s an important part in Four network convergence.Effective identification of resources of transportation new energy is a key factor in basic energy investment projects,especially in exploitation,construction and profitability. There are still some problems on technology, quality and reliability difficulties during design, development, construction and operation.How to ensure high-quality design, development, construction and operation of the project is the focus of this report, which is expected to provide standard support and technical support for new energy development types, equipment introduction, operation, maintenance and management capacity improvement in the transportation industry.

专家简介(Introduction)

博士,教授,北京交通大学环境学院党委书记。近五年承担包括国家自然科学基金、国家重点研发计划、“863”子课题、总理基金课题等近十项国家级项目。发表论文100余篇,Google Scholar累计被引1600余次,作为第一发明人获得授权发明专利13项,获中国智能交通协会科技奖一等奖、教育部科学研究优秀成果奖(科学技术)二等奖,入选交通运输部交通运输行业中青年科技创新领军人才等。

Ph.D., professor, Dean of the School of Environment at Beijing Jiaotong University. He has undertaken almost ten national level projects (including the National Natural Science Foundation of China, the National Key Research and Development Plan, the "863" sub project, and the Premier's Fund project) in the past five years. He has published more than 100 peer-reviewed journal papers, and Google Scholar has been cited for more than 1600 times. As the first inventor, he has won 13 authorized invention patents, the first prize of the Science and Technology Award of the China Intelligent Transportation Systems Association, the second prize of the Science Technology Improvement Award of Science Research Famous Achievement Award in Higher Institution. He has been selected as a youth science and technology innovation leader in the transportation industry from the Ministry of Transport.

近百年来,道路交通网和以油、电、气为代表的能源网都得到了长足发展。“碳达峰、碳中和”的背景下,为交通网和能源网融合发展赋予了新的科技含义和使命。在道路交通电气化不断加速的进程中,无论油、电、氢、混多态能源驱动交通侧,还是风、光等不稳定供给能源侧,供需两侧同时进行着深刻变革。未来需要重点在交通流能耗时空演变规律表征、道路交通和能源网络协同规划设计、交通网能源网协同运行管控与韧性提升三个方向进行突破。

In the past hundreds years, the road traffic network and the energy network represented by oil, electricity and gas have been greatly developed. Under the background of " Double Carbon ", the integrated development of transportation network and energy network has been endowed with new scientific and technological meaning and mission. In the process of accelerating road traffic electrification, both sides of supply and demand are undergoing profound changes at the same time, no matter the transportation side driven by oil, electricity, hydrogen, and mixed multi state energy, or the unstable energy supply side such as wind and light. In the future, we need to focus on three directions: the characterization of the spatiotemporal evolution law of traffic flow energy consumption, the collaborative planning and design of road traffic and energy networks, and the management and control of the coordinated operation of transportation networks and energy networks.

专家简介(Introduction)

长期从事可再生能源政策、市场和投融资的研究,负责中国新能源电力投融资联盟事务。多次为能源基金会、世界银行、IFC、英国使馆、世界资源研究所、各大能源企业分析中国和全球可再生能源发展情况。每年牵头撰写《中国风电发展报告》和《中国光伏发展报告》。另外还为行业监管者和市场参与者提供以下专业报告:《中国光伏分类上网电价研究报告》、《中国分布式光伏投融资研究报告》、《中国光伏分类上网电价研究报告》等。

Works as General Secretary of China New energy Investment and Financing Alliance. She obtains Master degree from Gothenburg University in Sweden. Rich experiences on renewable energy strategy & policy research and renewable energy financing, which help China Energy Administration and relative government in police research. Worked with Energy Foundation, World Bank, IFC, WWF, World Resources Institute and other organizations to promote renewable energy. Participated varies background projects and in charge of research projects that included , , ,< Studies on Investment and Financing Mechanism that Support the Development of China's Distributed Solar PV Industry> ,,etc. With rich experiences in renewable energy, climate change and carbon market, especially in policy research, financing and carbon trading. 鉴于我国交通基础设施建造和运营模式的特殊性,基础设施价值问题一直是实务界和学术界研究的热点。我国不断加大交通基础设施投资力度,创新投融资模式,有力支撑了各种运输方式交通基础设施建设的跨越式发展。交通行业与可再生能源具有广阔的融合发展空间,发展意义重大,既有利于进一步发展可再生能源,又有利于推动交通能源低碳转型,共同为实现碳达峰、碳中和目标作出贡献。

In view of the particularity of construction and operating mode of transportation infrastructure in China, the issue of infrastructure value is always a hot topic in academic circles. China constantly increases the investment in transportation infrastructure, innovates the investment and financing mode, and strongly supports the great-leap-forward development of transportation infrastructure construction for various transportation modes. The transportation and renewable energy have a broad space for integrated development, which is of great significance. 博士,正高级工程师,浙江禾金能源科技有限公司总经理。从事光伏技术研发及检测认证工作近二十年。中国第七届全国太阳光伏能源系统标准化技术委员会(SAC/TC90)委员。主持或参与科技部、国家自然基金委、财政部修购基金、中国信息通信研究院检测认证项目7项。以第一作者或通讯作者在Sol. Energy Mater Sol. Cell等学术期刊发表SCI文章20余篇,授权发明专利8项。

Doctor, Professor of Engineering,General manager of Zhejiang HJE Co., Ltd. He has been engaged in the research of photovoltaic cells, testing and certification for nearly 20 years. He is a member of the 7th National Solar PV Energy System Standardization Technical Committee (SAC/TC90). He hosted or participated in 7 projects from National Key Research and Development Program of China, National Natural Science Foundation of China, special fund on repairing infrastructure and purchasing fixed assets of the Ministry of Finance and testing and certification of China Academy of Information and Communication Technology. Aiming at the application scenarios of photovoltaic modules in China, this report interprets the current national and international standards requirements and introducing inspection indexes and detection techniques of photovoltaic modules. 中交第二公路勘察设计研究院工程技术研究院主任工程师、绿色低碳技术中心主任,正高级工程师,注册土木(岩土)工程师,长期从事公路勘察设计、科研及标准编制工作。湖北省土木建筑学会专家委员会专家、中国工程建设标准化协会“双碳”专家委员会青年委员。主编和参编多部行业标准、团体标准,授权专利二十余项,发表论文三十余篇,获中国公路学会科学技术一等奖、湖北省科技进步一等奖、河南省科技进步二等奖等奖项荣誉。

Chief Engineer of Engineering Technology Research Institute of CCCC Second Highway Consultants Co., Ltd., Director of Green and Low Carbon Technology Center, Senior Engineer, Registered Civil (Geotechnical) Engineer, has long been engaged in highway survey and design, scientific research and standard preparation. 随着我国“碳达峰、碳中和”行动地深入开展,交通领域的碳排放控制将逐渐提上日程。公路建设作为一项系统工程,具有能源消耗高、建设周期长环境扰动大等特点。值得一提的是,沥青路面施工作为公路建设周期中能源、设备消耗较为集中的环节,其碳排放量及减排措施受到广泛关注。报告对当前沥青路面低碳化技术的研究与应用现状做了较为全面的介绍,对未来沥青路面低碳化技术发展方向进行了展望。

With the in-depth development of China's "carbon peaking and carbon neutrality" action, carbon emission control in the transportation sector will gradually be put on the agenda. As a systematic project, highway construction has the characteristics of high energy consumption and long construction period and large environmental disturbances. It is worth mentioning that asphalt pavement construction, as a relatively concentrated link in the energy and equipment consumption of the highway construction cycle, has received widespread attention for its carbon emissions and emission reduction measures. The report makes a comprehensive introduction to the current research and application status of asphalt pavement low-carbon technology, and looks forward to the future development direction of asphalt pavement low-carbon technology.
